This is the common color phase showing the orange spots of the Orangespotted Filefish (Cantherhines pullus), pictured here swimming next the coral reef ledge on the Delray Ledges dive site off the coast of Delray Beach and Boynton Beach in Florida, USA.
This fish can be distinguished by the presence of the white spot on the base of the tail, even in other color phases which are solid in color and do not possess the orange spots seen here.
