This is likely a Reticulated Moray Eel or Richardson's Moray Eel (Gymnothorax richardsoni) which is generally found in the rubble on shallow reef flats near shore.
This speciman was sighted during a night dive on the "Twin Rocks" shore dive in front of the Planet Dive resort in Anilao in the Batangas region of The Philippines.
